On 24 Oct it was decided by the C-in-C that the

Army. should take over the rationing of the Civilian

population and that the following should be allowed to

draw rations on repayment.

Those at present drawing food through the

Civil Affairs relief organization.

Workers in essential services requiring

European food.

Members of the Hong Kong Volunteer Defence

Corps, and their dependants who are not already entitled to Service rations.

The chief result of this was a very great improvement

in the rations issued by the Relief Organization, which,

previous to this, had occasioned a constant stream of

complaints.

On the army taking over the provision of rations,

the following change took place within the Civil Affairs

Administration:

The control of rationing and feeding passed

from the Gen Admin Branch to S.T.& I. who

now deal direct with S.& T of Land Forces.

The only control still exercised by Gen Admin

is the authorization and issuing of meal and

ration tickets to personnel.

On 17 Nov a scheme for charging for meals and rations

was put into operation; for those resident in Hotels, an

overall charge, including accommodation is levied. Non

residents pay cash on a meal basis.

Charges are in different categories and are as under.
